What’s This Course About?
Everyone plays a role in emergency management in their community. Public works is often first in – last out on major emergencies. This seminar offers emergency management practitioners’ valuable insights into best practices, stakeholder relations, and essential tips and tools for effective response and recovery during emergencies.
What Will You Learn?
- Discuss real-life experiences and best practices for preparedness, response and recovery.
- Determine priorities based on risk assessment and level of service expectations.
- Review Public Works Tools to assist in emergency management.
- Identify key partners at different levels of emergency management.
- Develop a scoring matrix for guiding efforts in response and recovery and normal operations.
- Balance response and recovery needs while maintaining normal operations.
- Share understandings to increase relationships in the emergency management community.

Winnipeg Fire Paramedic Service Deputy Chief- Safety, Emergency Management and Public Information
About
Jay Shaw is the assistant chief of emergency management and public information with the City of Winnipeg Fire Paramedic Service, leading the city’s Office of Emergency Management. With over 25 years’ experience in emergency services and health care, Jay has served as an operational firefighter and paramedic for the Department of National Defense, and since 2002, as a firefighter paramedic with the City of Winnipeg. He holds a master’s degree in disaster and emergency management studies, and has numerous diplomas and certificates related to healthcare, emergency services, and disaster management.

Erin Robbins is the Acting Director of Recovery and Mitigation. She has been with EMO since 2018 in various roles and with the Manitoba government for 20 years. Erin’s passions are building resilient communities in Manitoba, innovation in public service, and examining programs with the needs of users in mind. She has a Bachelor’s of Political Studies (honours) from the University of Manitoba and a Master’s of Political Science from Carleton University in Ottawa.
